ibooks author

I have a client who converted his book to pdf. He wants to distribute on iPhones and iPads. Creating a simple app with an image view is not acceptable to Apple. The suggested iBooks Author but not owning a Mac I am looking for other ideas/suggestions. Most Thanks as always for any help
