Android Question After updating to version 13 I can't start debugging via USB

Download the latest version of B4A, also updated OpenJDK 19 and Android SDK + Required Resources. Old versions located in the path C:\java and C:\Android were deleted.
Now when I try to start debugging I get an error
B4X:
Installing file to device.    Error
* daemon not running; starting now at tcp:5037
could not read ok from ADB Server
* failed to start daemon
adb.exe: failed to check server version: cannot connect to daemon
Operating system win7 64

Did you updated configuration paths to new SDK folder and Java?
Also try Restart ADB server from Tools menu.

It will force the phone to pair again requesting a new RSA key.
I did everything as per the link, but nothing happened. I get the same error. As far as I understand, I don't even get to the process of requesting a new RSA key.

Maybe ADB is getting blocked by firewall?

1.Run cmd and then Go C:\Android\platform-tools folder
2.Run adb devices and see what happens
