After numerous failed attempts to run B4i in Windows 7 I've tried to run it in Windows 10 freshly installed bare system.
There are no any security or antivirus program installed in the system and User Access Control is off and X:\ is a partition on local physical drive.
The same B4i installation has no any file access problems in Windows 7.

I've found a solution - B4i.exe must be "Run as Administrator"
