Android Question Accessibility module

Hi!

Can anyone point me in a direction on how to make an App that is an accessibility module? I would like to make an App that can globaly receive gestures even if off screen like the one shown in this example:

Is there a broadcast receiver that can receive the swipe events?

No as i know of. Seems like this is a feature fro the named app. The app needs a rooted device to do what it is supposed to do.
So, probably there are some code which is not going the normal way.
