Android Question activity life cycle on small apps

Hi all
My question is about small apps or transparent floating windows
When i use small apps or floating windows,the second activity and first activity are resumed?because thats work together and i dont see any paused on one of them
Plz help how this is possible?for example i have a progress bar in floating windows with a timer and the timer can increase progress value but at same time i can click on my folders on menu or open messaging and...without pause
I am so surprized because i think this future can break android limites
Pls explain for me what is this?and how this is possible and what is the life cycle?

Can we create sticky small apps? similar to sony small apps
Or can we create an always on activity similar to facbook app or tango and other?

by which library We can create similar this apps?
