Android Question Android -> PC new file content not updated

Hi,
I´ve written an App for data collection which generates a CSV-file. When I connect the Smartphone with a desktop PC with USB-cable for copying the CSV to the PC, actual changes of content of the CSV aren´t displayed. In the file bowser of the Android device the actual changes are available. Only when I restart the
Android the changes of content are done.
Has anyone an idea about the reason for this effect. It isn´t only the case on one Android. All devices I have, need the restart of the device.

Or have I after closing the CSV to force the Android system to an internal refresh with an additional
routine?
