Android Question Another serious of probably stupid questions

1. When I update the code... I then try to debug or release a new one I get the following error

Access to the path 'C:\Users\Brian\Desktop\phoneaps\3BowlingApp\Objects\Bowling3games.apk' is denied.

Every single time. I have to create a whole new program???? what im I doing wrong?

2. Going to upload it to google play sometimes get permission issue.

These are constant issues....

Okay I had to reboot and everything worked.

is this a windows issue? Anyone else having these issues?

It also could be an Antivirus-Issue...
