App rejection because of the privacy policy URL

My app for kids was rejected by Google because:
I put in the privacy policy field: http://nas.les2fred.com/myplayground/privacy.htm, which is a valid and persistent link. I'm the owner of the URL domain. So if someone can explain this rejection...
I have no mean to contact Google of course.

could it be that you just need to mention (in the HTML) that the text below is the PRIVACY POLICY of the app??
because its not clear enough, (just a guess)

About as complex and unreadable as possible.
I used one of those automatic creation services to make mine.
I'm just guessing but they probably want something that follows COPPA (Children Online Privacy Protection Act) guidelines.
