Apps are required to have a persistent privacy policy statement. Check to see that you’ve copied and pasted your privacy policy URL into the correct field in your app’s Play Store listing. The URL must be valid and direct users to a privacy policy that specifically pertains to your app.
I put in the privacy policy field: http://nas.les2fred.com/myplayground/privacy.htm, which is a valid and persistent link. I'm the owner of the URL domain. So if someone can explain this rejection...

could it be that you just need to mention (in the HTML) that the text below is the PRIVACY POLICY of the app??
because its not clear enough, (just a guess)
About as complex and unreadable as possible.
I used one of those automatic creation services to make mine.
I'm just guessing but they probably want something that follows COPPA (Children Online Privacy Protection Act) guidelines.
