Are the various libraries on the B4A considered public domain?

I have been incorporating various code segments I run across as well as some of the numerous libraries o the B4A site. Are these considered in the public domain?

The official ones are not (to my knowledge). The unofficial ones (created by users) are licensed with CC BY 3.0.
