How do I use AutoScaleAll to scale text between different cell phone/tablet screen sizes without creating extra variants?

Are there circumstances where it works and other circumstances where it doesn't work?

The text is scaled automatically. The scale factor is derived from the difference between the actual screen size and the variant size. So if you have created a tablet variant then AutoScaleAll will more or less do nothing for tablets.
