I remember a few years ago, Erel posted an announcement that and easy to use one file, to install all required files and automatic configuration for B4A.
I couldn't find that post or file. Does anyone have any idea?

I read this as the "One File install/configuration" is not in the pipe line.

I think it is not practical as different java version and 32/64 bits etc. , all will make it to create different sets of one installation zip files.
