For publishing your Android app on Google play store, you need to pay $25 one time for whole life while for Apple, they requested for annual membership of $99.
I think it is a source of income for these companies to cover their cost of infrastructure, server hosting, salary for staff to review your app, research and development of SDK and libraries, security, etc.

If you only want to test the app during development, just debug using B4i-bridge.
If you want to share with your users, there are a few options.
If they can provide you with their device UUID, then you need to add them to the Apple developer account.
Otherwise you can asked for their email to login into their Apple store in iOS device. By this way, you can upload to Apple Connect TestFlight but the app will expired within 90 days.
Thank you for your kind feedback. Can u explain more about it. Sorry, I am not clear. I mean if I have B4i in my laptop and use bridge to connect my phone in debug mode then it won’t work? Where do I need apple
developer account? How to relate?

Once you have published your app, iOS users can find it by searching for your app name. Same goes to Android.
If your users can't find the app, you can share them a link.
