Do I have to pass on the entire build folder if I want to pass on the B4J.exe?
The .exe does not run on its own.

Yes.
Alternatively you can build a setup installer using inno setup.

You need to run the setup first probably.
It may require .net Framework too to be installed.

I´m not sure if you just can copy the installationfolder.
