B4J Question B4J for Mac

Just to be clear, is it possible to make apps for Mac without being an Apple developer member, or do I need to be a member?
Can the Mac-apps be run on every Mac?

I use Windows, but my colleges use MaxOS, and I want to make some software using jRDC2 database. Any suggestions? I'm only a hobby programmer.

You need to notarize your application before running on recent macs with m1+ processors.
