If you can extract images from the video then you can sample the video and pass the images to: Barcode reader based on Google Play Services Vision

Thanks, Erel, but then the question is how to extract frame images from video files or stream...
And your reply now means that no ready way to work with stream ?

It depends on the type of stream. It is a mjpeg stream then you can use mjpeg decoder class to extract frames.
