Android Question block web browser for adult content

I have an idea to an app that I want to build and I want to make a web browser blocker for both android and pc but do not know where to start .

Do you have any idea how can i block the web browser user should not be able to access adult sites under 18 years.

Please give me some advice what to search for !

It can be done but you have to keep in mind that it will/might require root privileges, not an easy task.

I think that the only way to create such a solution is with custom VPN service. It is not something that you can do programmatically.
