Android Question Bluetooth targetsdk=28

I'm trying to connect to a bluetooth device. The simple example "bluetooth" works fine with targetsdk=14 but, when I change to targetsdk=28 the app is not able to find any devices. I belive I have to change the manifest file but have not found the correct permissions to add. Can anyone help an this?

targetSdkVersion is set to 26 here. It should work with 28 as well.
