Problem or bug in DateUtils dts?

GetTimeZoneOffsetAt (29.03.2014) = 1

GetTimeZoneOffsetAt (30.03.2014) = 1, should be 2

GetTimeZoneOffsetAt (31.03.2014) = 2

In settings I have automatic time.
