is it possible to develop programs for this board http://getchip.com/ using B4J?

Yes. It is similar to Raspberry Pi. It means that non-ui apps will work good while ui apps will require specific configuration.

B4J supports all devices that support Java. This includes all the linux based boards.

I am corresponding with the CHIP guys for the last couple of days, trying to understand how to use a standard TFT instead of the av output. Still no straight forward answer. if you figure this out, can you please let me know in here
