Not programmatically. It is not possible in Android to make a screen capture programmatically (except of a partial capture in your own app).

Teamviewer is Samsung only. As far as I know screen capture can be achieved with root permissions only. Samsung must have some special baked in exception/permission to grab the entire screen. I do not believe Google would allow any application to capture the device screen of any app.
