Android Question Capture Packet with B4A

Is it possible to create an App like this in B4A to capture and the packets sent by the other Apps?

If it had been on Windows I would have activated the promiscuous mode

But on Android? Someone to give me directions?
Obviously it is possible to do it since there is an App that works.

It probably setups its own VPN which is somehow monitored.

Apps cannot normally listen to other apps traffic.

There is no library available that implements VpnService. You will need one for this.
