Android Question Capture Packet with B4A

Is it possible to create an App like this in B4A to capture and the packets sent by the other Apps?

If it had been on Windows I would have activated the promiscuous mode

But on Android? Someone to give me directions?
Obviously it is possible to do it since there is an App that works.

It does not explain how to do, rather they say that it is necessary to do root permissions.
