Compiled apk creation time

This isn't extremely important, but I'm curious where does b4a get it's time from when it compiles apk's? I noticed in windows explorer the file creation time its usually a few minutes ahead of my system time.

The APK is created by Android SDK tools. I do not know if it does anything special with the creation time attribute.
