You will need to install the usb driver on your PC. Might be available here: http://dottech.org/26188/usb-adb-and-fastboot-drivers-for-windows-for-all-android-phones/ (I haven't tried any of these drivers myself).

Make sure that on the device the USB connection mode (or charge mode) is set to PTP.

Android 4.0.3 does not have that option in storage menu.
