Android Question Control Android from PC?

Do you guys know if it's possible to see AND control the Android screen on my PC over a USB connection? A kind of RDP for Android?

Yes. Use Teamviewer (needs a PRO-Account with Mobile addon).
There is no direct way with B4A.

Teamviewer works through the internet, right? I want to use the USB/ADB connection to do this, on a PC without internet connection.

Internet or Wireless, yes.

USB by itself is not enough. You need to configure and enable USB debug mode. Once it is configured you can create a network connection (you need to first run adb forward).
