iOS Question Creating Apple Certificate and Provisioning in the new versions

The Tutorial on "Certificate and Provisioning Profile" seems to be outdated.
I cannot go to the page "developer.apple.com/account/overvew.action" as suggested in the tutorial.

I have created an apple ID on this forum and when I go to the support page I get the option of downloading XCode.

I am not sure how I can link all this to B4i.

Looking for advise on how to create the certificates and upload CSR file in the new versions.

However, when I click on this link I get the following page :

I am not sure how to go from here. Since this gives me the option of downloading Xcode. This does not take me to the certificate generation page as shown in the tutotrial.

Please advise.

B4i Standard + Hosted Mac Builder service (1 year) : for $85/-.

Do I need to buy the Apple Developer account? How do I do that?
