iOS Question Deploying to Beta Testers

I ran across the OTA_Deployer in the forums. Due to the date on the post I am just checking is this still the preferred method to deploy to Beta Testers, prior to uploading to the store? If so, i downloaded the JAR file from the link in the post. When I double click it, it appears something is going to happen but nothing does. I have the following version of Java installed on windows 10. I have also right clicked on it and told it to open with-->OpenJDK Platform Binary

openjdk version "11.0.12" 2021-07-20
OpenJDK Runtime Environment Microsoft-25199 (build 11.0.12+7)
OpenJDK 64-Bit Server VM Microsoft-25199 (build 11.0.12+7, mixed mode)

Any suggestions?
