iOS Question Deploying without apple appstore

Hi,
my app is just refused because of Guideline 3.2 - Business.
In fact, the app is business related, but i have no limited group of users. How can i deploy the app without using the appstore? Is there any option working for the "normal" user?

Apple only allow you to distribute your app in these ways only:
1- Appstore >> for public users (the shortest, lowest cost and easiest way)
2- Ad-Hoc >> for up to 100 users that you must know their Devices IDs
3- In-House >> only for biz developer membership >> distribute app to company employees.
4- VPP lic >> reedemption codes generated as many as you want (paid) >> distribute it for your users
