I think that the easiest way to show documentation to users is using WebView (unless your docs are just really short). This makes it easy to use different fonts, add tables, include image files, scroll, zoom, have hypertext links etc. There's a tip in the Documentation Wiki for how to let users search the file and display the target text highlighted.
You can use any good HTML editor to create the docs in HTML format.

If you are familiar with php, you would know "PHP Doc". I am looking something similar for b4a.

Nope, I didn't understand you. I took "write the documentation for b4a apps" to mean docs for *apps*, not for the *code*. I'm not aware of anything like PHP DOC for B4A.
