The budget for the robotic arm with software is about $200 may be more, depending on work quality,
not including hardware and mechanical components.

I am doubling the budget to $400
The main function of the design is to control a servo motion using B4A app and MCU board with embedded Android.
Anyone likes challenge? I will provide every detail of the project in terms of h/w block diagrams and software flowcharts,
and some schematics (I/O)
Regardless of the above, the project is very small and simple for experienced engineer.. collect sensor values and control the servo accordingly.

I am instrumentation engineer and working good with Micro-controllers, i have a lot of control applications by micro-controllers....Also working good with Control your devices by bluetooth. I have made Home Automation system with micro-controllers and make light dimmer, Speed/Direction of DC motors using IR remote control and by my mobile....
My offer is giving you Android application that control your device via bluetooth and sending/receiving serial data so you have to
1) Add bluetooth module (Slave type....HC-06 and you can use HC-05 support both modes) and support serial data and AT commands for configuration
2) Micro-controller which has UART module like PIC16F877A
The bluetooth module will receive the commands that you will send them using your mobile whether ASCII characters or ASCII text, and you will program you PIC according to these codes

Also many features are available......

seems good, but will be better if, with a pic micro with TCP/IP supprt, and better again with wifi, and a little web server on, we could control relays or check pins state in local LAN or in remote mode with ours devices.

What you said is depending what Beja need? From Control Distance range point of view.............Local Control or Remote control ????
So what you said is this point of view.......So this Program will be Perfect in Local control because with your mobile, you can move around your Micro-controller about 100m and send your commands and control.....Also my App receive also, it can listen to the incoming message from Micro-controller e.g. pin states, status of loads ,....etc
There is Also time scheduling feature that you can make time schedule for ON/OFF for a load at specific times as you wish or making a certain procedure

what you want is remote control......So, My App has also control by mobile network....you can listen to a certain phone number...If ur phone ringing, and that phone number calling u, it will send specific commands as you wish....Also you can send commands from micro-controller to call you in case a certain event happened............But in remote control, you need to keep a mobile near to your Micro-controller in Remote control mode and use another mobile to have remote access ......Also in time scheduling mode also...

I am also work in Micro-controllers programming.

I thinked to a web server on a pic micro, piloted with a client on my device (or a web page on a pc.), the pic micro should connect to my local lan with an rj45, or better with local wifi LAN, there are pic micro with TCP/IP protocol, for wifi, we need a wifi unit too, to connect to the micro, and no need to have a second mobile to send/receive bt commands!, but my is only an idea, not yet written on paper, no lines of codes about. ;)

I think that you can purchase Wi-Fi module that support serial and AT commands and connect it directly to you PIC using UART module....The Problem that you need someone to build web page for your application........
Instead of Keeping a mobile..You can purchase GSM/GPRS module that also support serial & AT commands.....so you can access your PIC using mobile network from anywhere.............so you will not ask someone to build a web page... and make configurations as you wish.....and also PIC can call you or send SMS............(Note: GSM and WI-FI modules are not available in my country........) but Android App can access to all H/W devices in your mobile GSM,WI-FI,GPS,.....and do a lot of things as you wish
