error with compile... need help

I keep getting this error when I try to compile. I'm new to this environment so I a little lost. Any help would be great.

Compiling code. 0.16
Generating R file. Error
AndroidManifest.xml:2: error: No resource identifier found for attribute 'installLocation' in package 'android'

You should use SDK level 8 (2.2) when you compile. The android.jar path should be in android-8.

How about.... 1.6?

Will this matter if I am trying to create an application for v1.6 of android? Will the code still work on a device with v1.6?
