Android Question Fail route network

I am connected to the internet by mobile data, if I select a wifi that does not have internet access, it connects, assigns IP, but if I try to ping a device on that network, the ping does not respond.
I have to disable mobile data for ping to respond. The same if I try to establish a socket to an ip of the wifi network.
Any solution?
