Android Question Firebase Notifications - priority

Hi,
I am sending Notifications to my app , but sometimes the message is not arrived by the cellular network.
If I will close the mobile data and then reopen it , the massages will arrive again , until next time.

I would like to know if there is a solution for that issue, or maybe a better way to send a massage.

I can only think of a solution which will make a refresh to the app every minute, but I think that is not the best way.

True. It will not work.

There is no better way than push notifications.

The problem is that the massages are very important, because they are send to an ambulance driver in order to pickup a Patient.

will it be better to use MQTT?

If the app is critical then use push notifications together with a foreground service + wake lock: https://www.b4x.com/search?query=background+location

Don't rely on the push notifications messages. Always download the data from your server when the app starts.
