Floating a view over a Third Party full screen app

Hi All,
Any ideas on how I could overlay a transparant / semi transparant view over a third party full screen app. The next best thing may be poping up a partial screen overlaying a third party app. I understand Android is not windows but just looking for a solution.

How would you call that View? ( from the 3rd party app?)
Look for setting activity transparency in the forum ..it involves medling with the manifest, but it's a no brainer!

Well thats not quite what I intend to do. I'm would like to take a specific mapping program which only has limited data and have a service running in the background collecting additional data from an external instrument (BT). Then I would like to have a small display (View) overlayed to display the addition info.
