Got a Private message but can not answer to it

But if that´s true then
- he should get told that the destination (me) cant answer and the forum should prevent him to write such a mail...
- or the system (forum) should allow me to answer if i get such a mail and he usually dont want to get pms.

am i wrong?

You are right....

Don't know about this (xenforo), but i admined some SMF boards and there it was possible to block incomings in general, but still write PMs yourself

I had the same problem... Turned out to be the other guy settings that didn't allow me to neither start a conversation nor to reply to a previous message

I also encountered this issue in the past. You will need to start a new conversation with him.
