I've been testing GPS library and have discovered that Location returns a 15 seconds of advance in contrast to "official time" (I suppose). Official time I consider my computer time, which is syncronized via internet.

"Each GPS satel*lite contains four caesium atomic clocks that were syn*chron*ised with UTC in 1980. Leap second cor*rec*tions are never applied to GPS clocks so GPS time is now 19 seconds behind TAI, putting it 15 seconds ahead of UTC. This offset is included in the GPS time signal and receivers usually apply the cor*rec*tion automatically."

Thought UTC, GMT and GPS time had the same value...
