This is a bug in Android SDK which happens when the Windows user name contains non-ASCII characters.
You will need to create an environmental variable as described here: http://www.b4x.com/forum/70881-post2.html

Hello Erel,
Thank you for your post but i don't know how to add an environment (!user environment) variable named ANDROID_SDK_HOME with the value of c:\android.

Could you help me?

I hope I understand your problem, but I never had to set any environment variable.

When you install the Android SDK, it will suggest to install itself in "...\Program files\..." : this is causing a problem...

You should have to install it in a folder not containing any spaces (or any other special characters): I installed mine in c:\Android\SDK

This is a different issue and an environment variable is required.
If you are using Windows 7 you can type Environment in the Start box and you will see an option named "Edit environment variables for your user account".
