You can't as YouTube hides the actual video link. You can use SMM. It will load YouTube in WebView.

By doing a GET on the video link, you can get m3u8, however, you have to download the index.m3u8 file... is there a way to run it locally?

If you can download the video itself, and I'm pretty sure that you can't, then you can play it with ExoPlayer.
