How do I create folders and subfolders in my phone's internal storage that are currently accepted by Google Play? Could someone please help me?

You can create any kind of folders and subfolders in File.DirInternal.
But note that these folders are only accessible by your app.

You can try and submit to Play store. See what happens.
It will ask you if this feature is the core feature.
It is hard to convince the reviewer this is the core feature.
You may try your luck.
