Android Question how get intent about the being started app ?

Is it possible to get info about the app that just is being started by user ? Some broadcast receiver of which intent ?
To control Internet connection for some apps.

You are not able to get informed about any other app which is started.
Exception maybe if your app is the Device Kiosk-App.
