How to connect Microcontroller with TCP/IP

In link how to connect via basic4 android I want a use network lib. connect to bord microcontroller with TCP / IP ,but I can't
I think a open Server Socket to connect it and communication it.
I think True or False.

However you need to know the port number (tcp/ip is the protocol).
