How To Convert Gps Coordinate

I have a problem guys

How to convert latitude and longitude
for example below deg,min,:
Latitude---> 528.8556 N
Longitude--> 12035.6850 E

I want to turn into this decimal so i can plot in google url parameter

lat -->> 14.513715"
long--> 121.058550"


pls help me .tnxx..

It's only a math conversion, I can help you, but please tell me more about these datas.

Have you got one or more links where I can see it ??
Is there an explanation about it ??
