I have to create a form of "pop-up" that displays a form that does not replace the activity, but that overlaps.

Look at floating windows library from informatix

Create a full screen panel with the pop up and show or hide it.
You can add an empty event for the panel to consume the events like
Sub Panel1_Click
End Sub
avoiding views behind the panel to react.
