As my question, How could i use my android phone as ibeacon tag ?

If your app supports BLE peripheral mode then you can use this library to implement a peripheral solution: https://www.b4x.com/android/forum/threads/ble-peripheral.84051/#content

However this library doesn't allow you to implement a beacon.
