Android Question How to open this menu

Hello everyone.
I have 2 questions about this menu.

1 - What the name of this menu? (notification menu? android menu? settings menu?)
2- Its possible show this menu via Code? if yes how can i?

i dont need open all menu (wifi icon, vibrate icon etc..), only show the downloads of download manager (notifications), when a download start i want slide down this menu via code. its possible?

That is not a menu... that's notifications tray...
That's the place where you can get your users attention when your app is running on background and needs user action, for example, a download status like the one shown, or a weather change from a weather forecast app, etc
