Android Question INSTALL_FAILED_VERIFICATION_FAILURE and parsing error

When pushing an application to an OPanazonic FZ-N1 we get an error Failure [INSTALL_FAILED_VERIFICATION_FAILURE]
If we download this application and try to install it the error "Parser error" "There awas a problem while parsing the package" appears.

I've searched the forum but couldn't find a solution. Any thoughts?
It also happens with another application we have.

I've added the project as a zip.
It doesn't occur at every device.

Try to disable Google Play protect in the device settings.

I've disabled this one but the problem remains.

The strange thing is that it happens all of a sudden and not on all devices.

When removing the following relate out the manifest resolves the problem, but why?

CreateResourceFromFile(Macro, FirebaseAnalytics.Firebase)

Ok. Looks like the problem is the FirebaseAdmob
So I should switch towards the Firebaseadmob2.
But then I don't get an AdvertisingId anymore. Is there an alternative?
