Android Question JPEG to MP4

Using the B4A environment can you create an app that assembles a series of many JPEG images into a single MP4 video?
Is there any bookshop that helps with this expensive task?
From my research it seems that the answer is completely negative if not a generic reference to ffmpeg, which however is not in the B4A environment.
