Android and b4a from itselfs can't see SMB network (that is Windows Network too)... but as i see there is a library can help you in some parts: https://www.b4x.com/android/forum/threads/smb-library.17180/#post-166766 ofcourse you can search the forum to check for ping routine so you can loop your ip (phone/tablet) to get all availiabe ips on network...
