After upgrading to Windows 10 and my phone to an S8 Plus with Android 7.0 connected via USB, the logs do not show.
I'm not sure if this is the same for Android 6, but after a bit of investigation, the solution is in the developer options.
There is a Buffer size for logging option, which is defaulted to OFF.
Simply changing that to any setting, my smallest option is 64K, the logs work correctly.
