Android Question map in webview is frozen

I use webview in my app. When I open google map in my app sometimes map is frozen. I think it is because of slow internet. How can I solve this problem?

If I set a timer, I will reload the related web page in webview? How I will know that the map is frozen or not? Or I will reload page periodically? If user pans slowly there is not a problem. If user pans quickly map is frozen. So what will be the timer range?

And when user reload the web page, loading screen is seen.

Sorry maybe i dont understand why you have your map in webview. Look THIS

Map has to be in the server because many objects are seen in the map. Do you have any other idea?
